State Board of Community Colleges
Officially coming into existence in January of 1981, the State Board of
Community Colleges serves as the governing authority for the North Carolina
Community College System. The Board is empowered by the General Statutes to
adopt and carry out the policies, regulations and standards necessary for
administering and operating the nation’s third largest system of community
colleges.
One hundred and nineteen persons from Murphy to Manteo have served during the
three decades as members of the State Board. Ten of its twenty-one members are
appointed by the Governor, with one member representing each of the six trustee
regions and four others serving on an at-large basis. They are joined by four
members appointed each by the State House of Representatives and the Senate, and
by three others who serve as ex officio members by virtue of position: the
Lieutenant Governor, the State Treasurer, and the President of the N4CSGA.
Ms. Hilda Pinnix-Ragland of Cary is now in her third two-year term as Chair of
the State Board, as is Dr. Linwood Powell of Fayetteville in his role as Vice Chair.
Five standing committees carry out the bulk of the Board’s work: Accountability
and Audit, Finance and Capital Needs, Personnel, Policy, and Program Services, with ad
hoc committees appointed by the Chair as needed. The Board meets
on the third Friday of each month at 9:00 am, with the months of June and
December reserved for meetings if deemed necessary. The April and
October meetings are usually held on campuses across the 58 colleges within the
System, with the remainder being held in the State Board meeting room on the first
floor of the Caswell Building on Jones Street in Raleigh.
MARCH MEETING OF THE STATE BOARD: The State Board of Community Colleges will hold its regular meetings on Thursday and Friday, March 18 and 19, 2010, in the Caswell Building, located at 200 West Jones Street in Raleigh. Committee meetings begin at 1:30 pm on Thursday the 18th and the full State Board meeting begins at 9:00 am on Friday the 19th.
